Eight Arrested in Winneshiek County After Lengthy Investigation

Following a lengthy investigation by the Winneshiek County Sheriff’s Office, with the assistance of the Winneshiek County Attorney’s Office, five search warrants were requested and obtained. These search warrants along with arrest warrants were judicially reviewed warrants signed by District Court Judge Laura Parrish.

The Winneshiek County Sheriff’s Office, with the assistance of the Decorah Police Department and Iowa Division of Narcotics Enforcement, served warrants at five residences in Winneshiek County on April 4, 2025, around 7:00 am. Iowa Department of Human Services also assisted at a residence where children were involved.

As a result of these search warrants, eight subjects were arrested and transported to the Winneshiek County Jail.

Marissa Kelty (33) of Decorah was arrested and booked into the Winneshiek County Jail for an arrest warrant with the following charges:

  1. B Felony Controlled Substance Violation – Methamphetamine
  2. D Felony Gathering Where Controlled Substances are Used

Raymond Delagarza (41) of Decorah was arrested and booked into the Winneshiek County Jail for:

  1. Serious Misdemeanor Possession of Controlled Substance – Methamphetamine

Erin Chambers (42) of Decorah was arrested and booked into the Winneshiek County Jail for:

  1. Serious Misdemeanor Possession of Controlled Substance – Methamphetamine

Faith Hill (39) of Decorah was arrested and booked into the Winneshiek County Jail for:

  1. Serious Misdemeanor Possession of Controlled Substance – Marijuana

Mitchell Kubik (37) of Postville was arrested and booked into the Winneshiek County Jail for:

  1. Aggravated Misdemeanor Sex Offender Registration Violation
  2. Aggravated Misdemeanor Possession of Controlled Substance – 2nd Offense
  3. Simple Misdemeanor Possession of Drug Paraphernalia

Mandy Hammond (37) of Eldorado was arrested and booked into the Winneshiek County Jail for:

  1. Serious Misdemeanor Possession of Controlled Substance – Methamphetamine
  2. Simple Misdemeanor Possession of Drug Paraphernalia 

Paige Johanningmeier (29) of Decorah was arrested and booked into the Winneshiek County Jail for:

  1. Serious Misdemeanor Possession of Controlled Substance – Methamphetamine

Lucas Oneill (42) of Decorah was arrested and booked into the Winneshiek County Jail for:

  1. D Felony Failure to Affix Drug Stamp
  2. Serious Misdemeanor Possession of Controlled Substance – Marijuana – 2nd Offense
